Fours stand for structure, stability, or stagnation. Pentacles are money, resources or the body. The dragon, in eastern cultures, represent wisdom and power, many with magical abilities; bringing fortune and good luck. Dragons are often seen guarding wealth, similar to what this guy is doing.
The Shadowscapes site states:

I believe each card carries wisdom and a warning - for me, this moon, I need to use wisdom and discernment when it comes to our resources. Hoarding limits ones ability to live and creates shackles and a cage. Hoarding, for hoarding's sack, is dangerous. I see February full of good things!
